APPLICANT REQUESTS THAT:

His DD Form 214, Armed Forces of the United States Report of 
Transfer or Discharge, be amended to reflect the Presidential 
Unit Citation (PUC) and any additional awards that he may be 
entitled to.

APPLICANT CONTENDS THAT:

He was stationed at Clark Air Base during 1 January 1967 to 
15 February 1968 assigned to the 1st Mobile Communications 
Group.  He currently does not have the necessary 
awards/decorations to become a member of the Veterans of Foreign 
Wars (VFW).

In support of the applicant’s appeal he submits documents 
extracted from his military personnel records and other 
documentation.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on 1 June 1965.

On 29 November 1968, the applicant was honorably released from 
active duty and transferred to the Air Force Reserve.  He served 
3 years, 5 months and 29 days on active duty and credited with 
1 year, 5 months and 23 days of foreign and/or sea service.

AIR FORCE EVALUATION:

AFPC/DPSID recommends denial.  DPSID states the PUC is awarded 
to units of the United States Armed Forces for outstanding 
performance in action against an armed enemy occurring on, or 
after 16 October 1941, for United States Navy and United States 
Marine Corps units; and on or after 7 December 1941, for United 
States Army and United States Air Force units.

The applicant was assigned to the 1st Mobile Communications 
Group, Clark Air Base, Philippines, from 24 December 1966 to 
17 June 1968.  DPSID was unable to verify the applicant served 
with a unit that received award of the PUC, rendering him 
ineligible for the award.  The applicant did not meet the 
eligibility criteria for any additional awards.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 5 August 2013, a copy of the Air Force evaluation was 
forwarded to the applicant for review and response within 
30 days (Exhibit D).  As of this date, no response has been 
received by this office.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by 
existing law or regulations.

2.  The application was not timely filed; however, it is in the 
interest of justice to excuse the failure to timely file.

3.  Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice.  While we 
note AFPC/DPSID has recommended denial of the PUC; after further 
review of the governing instruction it was determined the 
applicant’s unit did receive the PUC during the timeframe he was 
assigned to the 1st Mobile Communications Group, Clark Air Base, 
Philippines.  Therefore, his records should be corrected as 
indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air 
Force relating to APPLICANT, be corrected to show that the DD 
Form 214, Armed Forces of the United States Report of Transfer 
or Discharge, issued in conjunction with his 29 November 
1968 separation, be amended in Item 24, Decorations, Medals, 
Badges, Citations and Campaign Ribbons Awarded or Authorized, to 
include the Presidential Unit Citation (PUC).
